To date, sufficient attention has not been given, when island residents construct their houses, to preventing water draining from the eaves of buildings facing the road from running out onto the street. However, by its very nature, this is something that causes numerous difficulties for the general public, and is also only permitted, under general social norms and standards, subject to certain conditions. Because of this, residents across the island are today experiencing hardship in various ways. In particular, during the rainy season, flooding on the streets makes day-to-day activities extremely difficult, and residents' complaints have increased without limit. Therefore, in order to find a comprehensive solution to this matter, all households whose roofs currently drain water directly onto the street are hereby requested, within 8 months from today, to install gutters, fit downpipes, construct a soakage pit in the ground, and connect the downpipe to the soakage pit.
